Summer 1994-New York streets are pulsed from hip-hop and marijuana clouds move their own way ... The newly-elevated mayor Rudolf Guliani is just starting to take measures against such crimes as loud radio, drawings on the walls and drunkenness. Madness shows us Luke Shapiro, student and drug dealer, who made friends with Dr. Jeffrey Skvirez, a psychiatrist and just a kindred soul. When the doctor suggested that Luke sell him a drug for therapy sessions both begin to explore the depths of New York and their depression.
