People who have lost voices live in some city. They communicate with each other, reading on their lips, watch TV for days, eat the same food, their life is monotonous and empty. Mr. TV, ruler of the city, stole the voices of people. It is human voices that feed the system that holds the city in the absolute power of Mr. TV.
