Germany of the 70s. The radical descendants of the former Nazis, led by Andreas Baader, former journalist Ulrik Minhof and Gudrun Enslin, are fighting against what they call fascism: against the US policy in Vietnam, the Middle East and in third world countries, supported by key figures from German policy, jurisprudence and industry. Baadder, Mainhof and Enslin create the Red Army faction and declare the war of Germany. The bloody terrorist campaign flashes - many killed and wounded. A person who does not accept their acts, but still trying to understand them, is Horst Herold, the head of the criminal police. Despite the rich track record and many disclosed deeds, Herold becomes clear that the police were not able to withstand the wave of violence alone.
