To become a policeman is the dream of many boys. To become an officer is the dream of many cadets of the Police Academy. And to be an officer of the National Security Service means only one thing - to be a failure. Earl Montgomery found himself there for a systematic violation of discipline - he was considered unworthy to wear the rank of policeman. Shortly before that, he substituted Hank Rafferti. Ironically, they become partners, and relations between them are more likely to resemble military operations. With their trips to duty, they manage to `get` the whole city.
