16 quarters are the distance from the police station to the court building in one of the areas of New York. 16 quarters must overcome the policeman and the witness who will have to testify in court. The policeman Jack Mosley is a white, middle-aged, tired, silent, almost drunk, almost corrupt, but still preserved the remnants of self-esteem and the remnants of the Professional Code of Honor. Witness Eddie Banker is the exact opposite of Jack: a black nimble talker, who himself is not happy with the trouble that arranged fate for him.
