Avengers under the leadership of Captain America are participants in a destructive incident with an international scale. These events force the government to think about regulating the actions of all people with special abilities by introducing an `act on the registration of superheroes`, forcing them to obey the UN. Seeing in this agreement a violation of civil rights and spit on everything that he believes, Steve Rogers openly rebels against a new regime, leading a group of heroes who support his opinion. In turn, Tony Stark sees the meaning in the new agreement and becomes the head of the heroes who support him. All this leads to the inevitable split of the Avengers and the war between the sides. Fighting with each other, Stark and Rogers do not know that the mysterious Baron Zemo is already making his own plans, taking advantage of the split of the greatest heroes of the Earth.
