Los Angeles policeman James Carter, who made a gross mistake when arresting the suspect, is transferred to a much less prestigious position in the road police. Meanwhile, the Hong Kong police inspector Lee receives a special task: he must guard the Chinese ambassador of the khan, who goes to Los Angeles to make a speech there at the Summit of the World Criminal Court. The khan intends to expose the intrigues of the Chinese triad - the most dangerous criminal syndicate in the world - and bring criminal bosses to pure water. Representatives of the triad, of course, are not asleep. They send a murderer to Los Angeles, who manages to injure the ambassador at the very moment when he begins to make his revealing speech. Lee rushes after the criminal. Meanwhile, Carter, having heard a message about the attempt on the ambassador on a police radio, rushes to the crime scene ... and, of course, only gets confused under the feet of Lee.
