The stubborn and entrepreneurial Lassard decides to strengthen security on the street by creating voluntary squads called `citizens on duty`. Guess who will instruct the townsfolk? True, the same graduates of the Academy who received `inappropriate` in their countdown for excellent marks. When a competitor, Lieutenant Harris, watches these exercises, he decides to use them to discredit the academy. But our heroes have put their mental development coefficients and climbed into the air on biplanes and balloons: someone should save the situation!
