When a long-looking hacker, nicknamed Kuplovod, begins to intervene in politics, the 9th department of the Ministry of Public Security, a group of cybernetically modified police officers, receives the task of finding and stopping the hacker. But during the investigation the question arises: who is a puppeteer in that world where the line between a person and a machine is practically erased?
